“people spending money rather tan council spending it themselves, a good idea in terms of giving that authority back to the individuals to make improvements in the at area, it will be interesting to see which decision s they make… it think it’s a jolly good idea that people will have that opportunity, rather than let central govnerment dicate on what has to be done….
